LONDON—British Prime Minister Boris Johnson urged lawmakers to draw a line under the “partygate” scandal, apologizing to Parliament after a report concluded that he should bear responsibility for parties held in Downing Street during Covid-19 lockdowns.
The report by a senior British civil servant published Wednesday gave a blow-by-blow breakdown of 16 social events that took place in government offices during lockdowns between 2020 and 2021. It included photographs showing Mr. Johnson holding drinks at two social events with colleagues. It also detailed alcohol-soaked partying in Downing Street, including one event where two staffers fought and another was sick.
